Banning priority feeds would be a bold step. This is going to come up as the various regulatory investigations examine "fairness" and as they redefine the term "insider trading." In terms of penalizing those that abuse, the SEC needs the tools to identify abuse and to monitor the activity. That is the purpose of the SEC's MIDAS -Market Information Data Analytics System. It processes and collects quotes and orders on national exchanges, modifications and cancellations, and it processes quotes from each exchange's proprietary feeds. The SEC has published some very in-depth analysis of the exchange order books and reporting methods. I'm not sure what this all means. http://www.sec.gov/marketstruc...
