Charles Schwab Capital Markets has appointed Jeff Brown general counsel for the Capital Markets Enterprise. Brown was previously senior VP of regulation and general counsel for the Cincinnati Stock Exchange.

Barclays Capital, has appointed Ray Thompson as director of IT, responsible for financial management and project planning. Thompson joins the firm from Salomon Smith Barney where he was the first VP of systems in global transaction services.

Jay Spencer has been appointed to the newly created position of global CIO at ICAP. Spencer was previously CTO of BrokerTec Global.
